Plotting of Notam H3299/08

If you get this while notam H3299/08 is still valid, can you check if you think the plotting is being done correctly?

It's one of those that Spine tries to plot and fails because of the complexity of the Notam, i.e. not a straightforward list of points defining an area. I think I say somewhere in the Help that things like this can occur. This is where a human needs to look at the plot and since it is obviously sufficiently weird to be incorrect, needs a quick click on the Don't Plot button.

As a refinement, I think I need to add a further manual choice (for a future release): "Plot as Q-line circle" which is what some other Notam programs always do anyway, without attempting to analyze the coordinates in the text. I did add some code in an attempt to filter out garbage plots and replace them with the Q-line circle by doing some extra checks on the text - this one just doesn't get picked up by those checks.

There is always going to be the odd case like this if there is any attempt to plot a meaningful area - look at H3313/08 on the same plot for an example where this works well, and where a simple Q-line circle wouldn't tell you very much at all.

PS: in this case (H3299/08), the coordinates are describing the legs of a flight, rather than points enclosing an area, and this is what is confusing Spine.
